Shirley Bauer, Ed.D.

Shirley has been assisting districts with E-rate applications since the program's inception in 1997 and continues this daily support with a commitment and dedication that endears her to district personnel. Shirley has a distinguished educational background having served as teacher, counselor, assistant principal, superintendent, private school board member and college administrator. This educational background provides an essential element to the understanding of school issues and subsequential success for E-Rate applicants.

Kristina Garrett, B.S.

Kristina is founding member and integral part of our team. She works exclusively with E-Rate and has the knowledge to answer applicants' questions and finds the best ways to address their needs. She has a degree in business administration, has worked in both the business and educational fields, and provides the utmost in applicant care. She manages applications from start to funding as well as E-Rate and Educational Services business.

LeRoy Bauer, Ph.D.

Lee has excelled in many educational areas from teaching to superintendent of schools. In addition, he taught doctoral coursework in school administration, school law, school finance, research and statistics, and collective bargaining. He became involved with the E-Rate process in his prior position of Assistant Superintendent for an Educational Service District while managing a nation wide distance learning program. He has expertise in district realignment and administrative troubleshooting. He often served districts in their search and training of new superintendents and administrative staff. He leads our educational services division of the LLC.

 
Lee Anna Dugue, M.Ed.

Lee Anna holds credentials in secondary teaching, and PK-12 school administration and counseling and has worked in education for over twenty years. She is certified in Gifted and Talented  Education and knowledgeable on cluster grouping, differentiating instruction, counseling, grant writing and master scheduling. Lee Anna has been involved with E-Rate for many years, assisting with district form preparation, attending national trainings and actual hands on site based data collection. 

Shawnna Bauer, M.Ed.

Shawnna serves as our Indian Education and technology expert. She is a technology educator and has worked with E-Rate for twelve years. She has simultaneously worked in Indian Education and provides training to students and staff on educational technology, learning styles, gifted and talented, and leadership. She is credentialed in PK-12 in special education, school administration, computer science, ELA, social studies, and math. Shawnna's technology expertise helps guide applicants with internal connections questions, provides the knowledge on what technology requirements are needed to implement their educational vision, and helps distinguish between eligible and ineligible services and technology.

Andrena Stone,  J.D.

Andie is a partner with the law firm of Jermain, Dunnagan, & Owens, P.C. She has worked in the field of educational law for over twenty years and is E-Rate & Educational Services' legal advisor. Andie assists school districts with statutory and regulatory compliance, employment matters, labor negotiations, policy development, student discipline, special education requirements and litigation. Her law firm has won multiple E-Rate appeals to USAC and the FCC, including authoring the Alaska Gateway Appeal which benefitted applicants nationwide.  

Lt. Col (Ret) Dave Garrett, M.S.

Dave is especially adept in the implementation of successful business practices. He excels at organizational management, quality control and developing senior management reports and presentations. Dave has been Commander, combat veteran and  continues to serve at Ellsworth Air Force Base where he is Director of Staff for the  28th Operations Support Squadron. Dave was also an integral member of Ellsworth’s 2005 Base Closure and Realignment Team. Dave is a respected presence in the Rapid City community, having been member of  Rushmore Rotary and served on the board for Storybook Island.
